The 城市经理 is employed by and accountable to the 监事会 and functions under the council-manager form of government.

In the council-manager form of government, the council (监事会) is the governing body of the city, 由公众选举产生, and the manager is hired by the council to carry out the policies it establishes.

责任

The 监事会 provides legislative direction while the manager is responsible for day-to-day administrative operations of the city based on the Board’s recommendations. 市长和董事会, 作为一个大学团体, are responsible for setting policy, 批准预算, and determining the tax rate. The manager serves as the Board’s chief advisor. The 城市经理 serves at the pleasure of the Board and is responsible for preparing the budget, directing day-to-day operations, and hiring and firing personnel.
